What the Urban Heat Island Reveals About a City’s Vulnerabilities

Urban heat is not distributed equally.

Even within the same city, the heat experienced by someone walking along a tree-lined street differs from that felt by someone crossing exposed asphalt with no shade.

The physical burden placed on a person working in an air-conditioned office is not the same as that faced by someone delivering packages under the blazing sun.

And a person sleeping in a room that remains hot throughout the night will wake up differently from someone whose home is cooled by shade and ventilation.

The urban heat island effect is not simply a matter of cities becoming hotter.

It is also a question of where heat accumulates—and whose bodies are forced to bear it.

The first article in this series examined how asphalt, concrete, waste heat, and the loss of green space prevent cities from cooling even after sunset.

This second article asks a different question:

How does that heat reach people’s everyday lives?

Heat Changes From Place to Place

Even when the weather forecast reports the same temperature, the heat people actually experience can vary enormously depending on where they are.

A shaded park.
A path beside the water.
A street where the wind can pass through.

Or, by contrast:

An intersection without shade.
A black asphalt road.
A narrow sidewalk enclosed by buildings.
A backstreet filled with hot air from outdoor air-conditioning units.

The thermometer may read 35°C in all these places, yet the heat experienced by the human body can be completely different.

Japan’s Ministry of the Environment uses the Wet Bulb Globe Temperature, or WBGT, as an indicator of heatstroke risk. Unlike ordinary air temperature, WBGT incorporates humidity, sunlight, and radiant heat.

In other words, heat cannot be measured by air temperature alone.

The materials used in a city, the movement of air, the presence or absence of shade, humidity, and heat radiating from the ground all affect the conditions experienced by the human body.

Urban heat is therefore not only about the temperature of the air.

It is also about the quality of a place.

The Closer You Are to the Ground, the Stronger the Heat

One factor that is often overlooked in discussions of urban heat is height.

The heat experienced at an adult’s face level is not necessarily the same as that experienced by a child, a baby in a stroller, or a pet.

The closer a body is to asphalt, the more strongly it is exposed to heat radiating from the ground.

During summer, roads absorb solar energy and release it upward. Small children and dogs walking over these surfaces receive that heat at a much lower height than adults.

Urban heat does not come only from above.

It also comes from below.

It rises from asphalt, radiates from building walls, and pours out of air-conditioning units. Heat reaches the body from almost every surface in the city.

This is one reason its effects tend to fall more heavily on smaller bodies and people in vulnerable situations.

Heat Remains in Older People’s Homes

The urban heat island effect is not only a daytime problem.

When city temperatures remain high after sunset, the human body continues to be placed under stress throughout the night.

For older people, nighttime heat can be particularly dangerous.

Some may become less sensitive to heat as they age. Others may not recognize thirst as quickly. Some hesitate to use air conditioning because they are worried about electricity costs.

Japan’s Ministry of the Environment warns that older people and children are especially vulnerable to heatstroke and emphasizes the importance of checking on them and encouraging them to take precautions.

When a city fails to cool at night, people remain exposed to heat even while they sleep.

Sleep quality declines.
The body cannot recover fully.
And the ability to withstand the following day’s heat becomes weaker.

Heat is not only a danger encountered outdoors during the day.

It can remain quietly inside a room throughout the night.

Heat Is Concentrated on Outdoor Workers

Cities function because people work to keep them moving.

People repair roads.
They work on construction sites.
They deliver packages.
They provide security.
They clean public spaces.
They set up event venues.
They stand in front of ovens and open flames in restaurant kitchens.

Many people work in environments where they cannot escape the heat.

As the urban heat island effect raises city temperatures, the burden on outdoor workers and people working in high-temperature environments becomes even greater.

Japan’s Ministry of Health, Labour and Welfare emphasizes the monitoring of WBGT levels, appropriate management of working environments, and systems that allow workers to report signs of illness.

Heat is no longer something that individuals should simply endure.

It is an occupational risk that must be managed by the entire workplace.

Yet throughout our cities, people still work on roads, construction sites, and delivery routes under intense sunlight.

While we wait for a package in an air-conditioned room, someone else is carrying it across heat-radiating asphalt.

Urban convenience is sometimes built upon someone else’s exposure to heat.

Does Everyone Have Somewhere to Escape?

A person’s ability to withstand extreme heat is not determined by physical condition alone.

Is there somewhere nearby to escape?

Can they enter an air-conditioned building?
Can they afford to buy water?
Is there a shaded place to rest?
Can they use air conditioning at home?
Are public or commercial facilities available nearby?

These conditions can significantly change the level of danger a person faces.

In recent years, Japanese municipalities have been establishing cooling shelters and “cool share” locations. Under the revised Climate Change Adaptation Act, municipalities can designate facilities where people can temporarily escape extreme heat.

Tokyo has also developed maps showing cooling shelters and TOKYO Cool Share Spots, making places of refuge more visible and accessible across the city.

These initiatives show that extreme heat is no longer being treated as mere discomfort.

It is increasingly recognized as a risk from which people may need to evacuate.

Individual caution alone is no longer enough.

Society must provide places where people can cool down safely.

Green Neighborhoods and Streets Without Shade

Even within the same city, heat feels different in areas with abundant greenery and areas where vegetation is scarce.

Street trees protect pedestrians from direct sunlight. Parks and waterfronts can soften surrounding heat. Soil, grass, and trees retain water and release moisture through evapotranspiration, helping to cool the air.

By contrast, roads without vegetation, open plazas with no shade, and districts covered almost entirely by buildings and pavement tend to trap heat.

Greenery is not merely decorative.

It is infrastructure that moderates urban heat and protects the human body.

A single mature street tree.
Shade above a bench.
A roof over a bus stop.
A covered shopping arcade.

In a city experiencing extreme heat, these seemingly small forms of relief can have enormous value.

Mature trees, in particular, cannot simply be replaced by newly planted saplings. Their shade, cooling capacity, carbon storage, and stormwater-management functions have developed over decades.

Protecting them should be treated as seriously as maintaining roads, drains, and other essential urban infrastructure.

Heat Reveals a City’s Weaknesses

The urban heat island effect begins as a physical problem.

Asphalt, concrete, buildings, artificial heat emissions, and the loss of green space create, retain, and concentrate heat.

But once that heat reaches people’s everyday lives, it becomes a social problem.

Who is walking along streets without shade?

Who hesitates to use air conditioning because of the cost?

Who is working under the blazing sun?

Who is sleeping in a room that never cools?

Urban heat accumulates in vulnerable places.

And people in vulnerable circumstances often have the fewest opportunities to escape it.

For this reason, addressing the urban heat island effect cannot end with technologies designed only to lower average temperatures.

It must also address inequality within the city and reduce burdens that are often difficult to see.

Cooling a City Means Protecting Someone

Cooling a city may mean planting and preserving street trees.

It may mean installing water-retentive pavement, improving building insulation, increasing air-conditioning efficiency, or expanding the network of cooling shelters.

But the ultimate goal is not simply to reduce a number on a thermometer.

It is to allow children to travel safely to school.

It is to help older people sleep through the night.

It is to prevent outdoor workers from collapsing on the job.

It is to give someone pushing a stroller a shaded place to rest.

It is to prevent pets from burning their paws on hot pavement.

It is to ensure that everyone has somewhere to escape extreme heat.

Cooling a city means protecting people’s lives.

The urban heat island effect has emerged partly because cities have increased their distance from natural systems.

At the same time, it can be understood as a warning—and an invitation to redesign the places in which we live.

Heat is not something we should simply endure.

It is something we must design against.

Perhaps the future of urban planning begins by asking a simple question:

Who is bearing the city’s heat?
